Colorado’s oil and gas industry has been under assault for years but Colorado’s economy still relies on oil and gas production to provide over 300,000 jobs or 7.7 percent of Colorado’s total employment. Despite being a huge economic driver for the state, Colorado’s oil and gas industry found itself the target of radical legislation aimed at shutting down the industry statewide.

Bills were introduced in March 2024 and quickly went to committee where they would seek approval before heading to a full vote. ColdSpark had only a few weeks to create awareness of the bills’ huge economic impacts so that concerned voters could contact their representatives and voice their opposition.

Adapting to Change:

STRATEGIC MESSAGING

ColdSpark showcased exception adaptability in its messaging strategy throughout the Colorado campaign. As legislative scenarios evolved, so did API’s approach. Initial calls to action, such as “SEN. X IS PROPOSING TO BAN OIL AND GAS IN COLORADO! CALL AND TELL X TO WITHDRAW SB 159,” shift to broader appeals like “STOP THE BANS! CALL AND TELL SEN. X: DON’T SHUT DOWN COLORADO’S ENERGY FUTURE.”  This flexibility ensured our messaging remained timely and impactful, resonating with the corners of Colorado’s citizens.

High-Level Strategy:

TARGET ADJUSTMENTS

ColdSpark’s strategic expertise was demonstrated through its dynamic targeting approach. By continually reassessing and adjusting the list of target legislators, we maximized our influence. Adding and subtracting senators from our focus allowed us to adapt to the changing legislative landscape effectively. This high-level strategy ensured that our efforts were always directed where they could make the most significant impact.

Smart Spread:

DIGITAL AND
GEOTARGETED
BILLBOARDS

ColdSpark’s campaign strategically combined digital
outreach with geotargeted billboards to cast a wide
net and ensure message penetration.

Digital Efforts:

Focused on specific target audiences,
reinforcing our message with precision.

Billboard Effects:

Expanded the target audience by focusing on
geographic locations with high commuting traffic
around target districts.

Adaptable messaging on billboards allowed quick
pivots to emphasize broader themes like job
preservation, appealing to a wider audience
beyond those engaged digitally.

This combination of digital precision and broad billboard exposure enabled ColdSpark to reinforce API’s message across multiple touch points, ensuring that our advocacy reached as many Colorado citizens as possible.

Conclusion: ColdSpark’s Colorado campaign for API was a testament to strategic adaptability, targeted precision, and broad outreach. By leveraging a dynamic approach to messaging and targeting, combined with a smart mix of digital and billboard efforts, API successfully advocated for the protection of Colorado’s energy future. Our efforts not only influenced legislative discussion but also expanded the reach and impact of the Energy Citizens brand, building a stronger network for future advocacy
